Tim leads a specially-designed
interdisciplinary division focused on assisting companies,
developers, municipalities and real estate advisors with
issues that pertain to energy procurement, renewable
installation, infrastructure assessments utility relocation,
with a special focus on mission critical facilities.
In his former role, Tim was Manager of
the PSE&G’s Area Development Department and President of the
PSEG Area Development LLC and its two subsidiaries: PSEG
SiteFinders LLC and PSEG Economic Development Services LLC.
Tim was responsible for all aspects of PSE&G’s economic
development program, which included business attraction,
expansion and retention. As President of PSEG Area
Development LLC, he led strategic alliances with qualified
economic development services providers. Under his
leadership, PSE&G’s economic development activities have
been instrumental in bringing thousands of jobs and millions
of dollars in investment into the State of New Jersey.
Tim Comerford is a seasoned
professional within the real estate industry and has
been deeply involved in national trade organizations and its
respective local chapters, having served as trustee, board
member, committee leaders for NJ Chapter of CoreNet, NJ
Committee of the Regional Plan Association, NJ Chapter of
NAIOP, National Utility Economic Development Association,
the Northeastern Economic Development Association, and the
New Jersey Chapter of NACORE, among others.

Dave has forty years’ experience in the
electric and gas utility industry coordinating
cross-functional teams of industry experts to analyze,
evaluate, design, assess existing infrastructure facility
capacities and project manage new installations. He worked
closely with residential, industrial, and commercial
developers and assisted the broker and developer community.
Dave has extensive knowledge regarding relocation and
expansion of facility issues policies and practices. Dave
assisted companies with energy procurement, renewable energy
installation, infrastructure assessment for mission critical
project to ensure construction milestones are met.
Formerly with PSE&G Customer Operations Department as the
primary contact state wide for the construction industry
project and policy issues he has a background in the Area
Development and Gas Department of PSE&G. Dave had
responsibility for the Outdoor Lighting Program and was
their Builder Developer and Solar Developer Consultant. Dave
possesses a thorough knowledge of utility rate structures,
installation policy, tariff applications, utility
infrastructure design, and area lighting specifications.
Dave held membership in or a Director Position in; National
Association of Home Builders, New Jersey Builders
Association and their four local associations, NJ-NAIOP,
CORENET, Somerset County Chamber of Commerce, NJ-IDA. He has
won several awards for his work on behalf of the
Associations he belonged to.

Will has over 34 years of utility
experience with Public Service Electric and Gas Company
(PSE&G) serving time in the company’s Gas Distribution,
Marketing and Customer Operations with most of his career
focused on providing assistance to large customers. During
his tenure at PSE&G, Will founded PSE&G’s data center
practice. This effort was directly responsible for the
attraction of over 8 million square feet of data center
development in the State. Projects included: Credit Suisse,
Digital Realty Trust (multiple locations), Cervalis, Savvis,
Barclays, Dupont Fabros, Goldman Sachs, NASDAQ, Verizon,
Nomura, Equinix, Telx, NY Internet, Russo, Sentienel,
Fibermedia, QTS, Sungard IO,and Datapipe. This assistance
included utility rate, tariff, policy, power availability
and site selection assistance. Prior to focusing on the data
center sector, Will worked closely with State / local
governments, trade associations and real estate
professionals to attract biotechnology / technology,
pharmaceutical, food and logistics companies to New Jersey.
Will is a member and has served on various committees and
boards for the following organizations: New Jersey
Technology Council (NJTC), Industrial & Office Real Estate
Brokers Association (IOREBA), CoreNet, Economic Development
Association of NJ, National Association for Industrial and
Office Parks (NAIOP), 7x24 Exchange and Northeast Economic
Developers Association.

Tom had 38-years of Utility experience
with PSE&G in the Customer Operations, Marketing
Departments, and as an Account Manager for large companies
and cities in New Jersey. Tom’s scope of experience ranges
from projects involving billing dispute resolution, power
quality issues, outdoor lighting design, new service
installations, utility relocation of infrastructure for a
wide-ranging project types from residential, commercial and
municipalities. Tom possesses a thorough knowledge of
Utility policies and processes. Tom maintains an in-depth
knowledge Utility Gas and Electric Tariff, Billing Rates,
Solar Installations, Energy Efficiency, Rebates, Outdoor
Lighting, and multiple department functions with an
understanding of how they interact throughout utility
organizations essential for resolving issues for timely
project completion.

Craig Smith - Craig has worked in the
Electric and Gas utility industry for over 40 years. During
that time, he spent 10-years in the Electric Department with
the balance of 30-years in the Customer Operations
Department. In Customer Operations he managed Large
Industrial and Commercial customers and projects as their
single point of contact for utility related issues. Craig
possesses a thorough knowledge of utility rates, policy,
tariff, infrastructure design, and area lighting
specifications.

Mark comes to Sugarloaf Associates with an extensive and diverse career in all aspects of electric and gas utility operations, rates, and policies. Mark spent the majority of his career with PSE&G in their Customer Operations Department as a Senior Marketing Representative, Senior Staff Engineer for Demand Side Management, and Strategic Government Accounts. Mark managed sales of deregulated Gas and Electric Commodity, Business Solutions, Financing for energy products and services in specific SIC modules in their deregulated company. After retiring from PSE&G in 2008 he returned under contract to them as a Senior Project Manager of PSE&G’s Solar Energy Group overseeing milestones related to construction schedules on large-scale commercial solar energy installations for projects ranging from 150kW to 5.0mW including roof mounted, ground mounted, canopy installations and their Community Solar Program.
